Who She Is

Veyra was the Empress’s handmaid. She was young, confident, and clearly deadly when the players first met her nine months ago: someone who moved through dangerous work like it was the only kind of work worth doing.

Nine months of running the network alone has changed her. The confidence is still there but it is compressed inward now, harder to see. She has been performing public grief for a woman she knows is alive. She has been watching Tanavast unravel from inside the imperial structure. She has been holding the intelligence network together with no one to report to except the person she cannot tell anyone she is reporting to.

She is exhausted in a way that does not show on her face.

What She Knows

Veyra knows the Empress is alive and operating in deep cover as Vessa.

She will not reveal this. Not because she does not trust the players specifically, but because the entire architecture of the network depends on that secret. She has made a calculation that the players are more useful not knowing, and she may not be wrong. She carries this alone.

The Planted Inconsistency

At some point in conversation, Veyra will defend a decision the Empress made with the heat of someone who was in the room when it was made. She will use present tense. She will catch herself and cover.

The players will remember it later.

Use this once. Do not repeat it. Let the players carry it until they know what it means.

Her Role in the Network

Veyra is the players’ primary contact. She communicates through span reed using a coded protocol. The old protocol was flagged by Tanavast’s intelligence assets after a Spy observed the session three meetup. New protocol has been provided.

She manages the network’s sources and decides what information reaches the players and when. She is careful, precise, and occasionally willing to ask them to do things she cannot explain fully.

How to Play Her

Veyra is not cold. She is compressed. There is a difference. She cares about the work and about the people doing it. She does not have room right now to let that show very much.

When she gives the players information, she gives them enough to act on. When she withholds, she says she is withholding. She does not lie to them. She simply has a very specific definition of what counts as a lie.

If the players press her on the Empress, she holds. If they press very hard and very specifically, she deflects in a way that is technically honest and emotionally evasive. She has had practice.

The Arc

After the reveal in sessions 8-9, Veyra has room to breathe. She no longer has to carry the secret alone. Whether that is a relief or a complication depends on how the players respond to learning the Empress is alive.

She is loyal to the Empress, not to the players. If those two things come into conflict, she will choose the Empress. This is not something she will hide if asked directly.

Connections

  • The Empress: Employer, commander, the person she is protecting at significant personal cost.
  • The players: Assets in the network. She is professionally invested in keeping them alive and effective.
  • Tanavast’s intelligence services: She operates under their awareness and they have flagged one of her protocols. She is being watched more carefully than the players know.
