The Empress — Operating as Vessa

GM Reference | The players believe she is dead. This reveal is held for sessions 8-9.

The Truth

The Empress is alive.

She faked her death. Nine months ago she had identified several of the sixteen and was weeks away from doing something decisive when Rayze moved to have her killed. She saw it coming. She staged the assassination with the help of a small circle of trusted people, took her original handmaid identity back, and disappeared into the intelligence network she had spent years building.

Her name in cover is Vessa. It is the name she used before she became Empress, before she married Tanavast, before any of this. She is using the skills she learned then to do the most important work she has ever done, and nobody knows she exists.

What She Has Lost

She is watching Tanavast burn the world in her name.

He is moving without the tempering influence she provided. He is becoming something that does not look like Honor. He loved her genuinely and she loved him, and she cannot surface without collapsing everything she has built. The intelligence network, the contacts inside the Winnow, the faint chance of influencing who holds the pieces after the Shattering: all of it depends on Tanavast and Rayze continuing to believe she is dead.

She carries this. She does not let it stop her.

What She Has Built

The Empress built her intelligence network before she was Empress, using skills from her previous life. It is not an imperial resource. It belongs to her. She runs it through a handler structure that insulates her from direct exposure.

The players have a span reed that connects them to this network. Their handler is Veyra. The old protocol has been flagged. New protocol was provided at the session three meetup. The players are running a dead woman’s intelligence operation without knowing she is alive.

The Reveal

Hold this as long as possible. The longer the players carry her death, the harder the landing.

When it comes, it should not be a dramatic announcement. Vessa should slip in some small way, or the players should piece it together from Veyra’s inconsistencies, and then the conversation that follows does all the work. The truth is not that she is alive. The truth is everything she has been watching, everything she has chosen not to do, and the weight of asking the players to carry this forward with her.

Target: sessions 8-9. Adjust if the players are close to discovering it on their own earlier.

Her Current Focus

She is tracking the remaining unidentified members of the sixteen. She knows several of them. She does not yet know enough to stop the Shattering, and she is no longer certain stopping it is possible. What she is focused on is shaping who holds the pieces.

The fourth entry on the Winnow list is a live asset in her network that the Winnow plans to turn rather than destroy. She has flagged this to Veyra. The players need to reach that person before the Winnow does.

How to Play Her

If she appears before the reveal, she is Vessa: a woman who moves with the quiet competence of someone who has been doing difficult things in difficult circumstances for a long time. She is warm but economical. She does not waste words.

After the reveal, she is still that. But now the players know what it costs.

Connections

  • Veyra: Her handmaid. Knows the Empress is alive. Will not reveal it. Is holding together the network alone.
  • Tanavast: Her husband. She watches him come apart from a distance. She cannot reach him without destroying everything else.
  • The players: They are running her network. They will find out she is alive. How they respond to that is one of the campaign’s most important moments.
  • Rayze: He believes she is dead. This is his most significant miscalculation.
